INCOST is the Indiana Council on Specialized Transportation. An association of transportation professionals working together to promote safe and efficient transportation services to people with special needs. Formed in 1986, INCOST is an association of transportation providers and was incorporated in 1995 as a 501c3 non- profit organization. There are currently 56 member agencies with an elected 17 member Board of Directors.

The Indiana Council on Specialized Transportation (INCOST) is soliciting proposals from qualified drug and alcohol testing firms to provide drug and alcohol testing services for approximately 43 Indiana rural transit systems, employing over 800 safety- sensitive employees. These transit systems receive funding assistance through the United States Department of Transportation's (U.S. DOT) Federal Transit Administration’s (FTA’s) Section 5311 program.
All services requested of the selected contractor shall conform to the requirements specified in the U.S. DOT’s "Procedures for Transportation Workplace Drug Testing Programs" as set forth in 49 CFR Part 40, as amended, and the FTA’s regulations as set forth in 49 CFR Part 655 as amended. The INCOST will endorse the selected Contractor to rural transit systems, however, each transit system will execute individual agreements with the selected Contractor. It is understood by all parties, that the INCOST is only acting on behalf of the rural transit systems and is not directly responsible for any of the program costs. It is understood that the cost, i.e. the costs of testing, will be paid by each of the transit systems. It is also understood that the INCOST is not liable for these costs or for the services rendered by the selected Contractor.
It is understood by all parties that the INCOST is acting on behalf of the rural transit systems in this procurement and is not responsible for any associated procurement costs. It is further understood that all costs associated with program implementation, including services rendered by the selected Contractor, drug testing, etc. are the sole responsibility of, and will be paid directly by, each of the transit systems.
Proposals must be submitted to the Indiana RTAP Office, 811 Lindsey St., Columbus, IN 47201 no later than March 14, 2025, 4:00 PM Central Time. Proposals are available for download at www.indianartap.com.
INCOST reserves the right to reject any or all bids, waive any informality in the bids received, and to accept any bid which, in its opinion, may be for the best interest of INCOST.
